With regard to the celling height have you considered digging below ground to lower the floor. It is not something to be undertaken lightly as if it is not done correctly you will have water ingress. I think you will find the 4metre rule is for the roof height of your proposed building. Anything above that is gonna be a planning issue if memory serves me well. The other construction and planning forum has the definitive answers there. Lean to roof against your existing house might work for you....
